Its not often that members of this forum have a direct connection in a case, or at least a geographical interest.BarryC, up in Portland Maine might be able to shed some light on this particular case unless he is actively involved.
I'm referring to the cold case that got hot towards the end of last year involving the heinous torture murder of an 8 yr. old boy named Kenneth Conrick.
The SO named David Bowen, 16yrs old at the time; October 15, 1979 forced Conrick to perform sexual acts on him, then tied him to a tree and stabbed him numerous times. Bowen a suspect in the case could not be linked to the scene until 2006 when Bowen's sister informed police that she thought her brother had killed Conrick. Bowen's sister provided a DNA sample, and later Bowen's DNA connected him by the seminal fluids and skin cells on Conrick's clothes.
Bowen had been in trouble for violence towards another nine year old boy before this, but prosecution was not initiated because Bowen was to receive psychiatric treatment.
Yesterday Bowen pleaded guilty to murder in Lake County Indiana criminal court, and is facing 50years according to the agreement.
With this background information, I have several questions;
What has David Bowen been doing since 1979??
With his established penchant for violence towards young children, what are the chances that he would move to Maine and suddenly stop??
Wouldn't a focused post conviction,
pre-sentence, polygraph exam that dealt specifically with violent sexual acts towards
children give the judge a better insight to this SO's social threat?
How would you structure your exam?
What CQs and RQs would you use??
